Yes, you might able to build something like this ugly open rig.

But if you ware looking for beautify cased ATX case miner, the answer would be simply NO~! It seems all low cost motherboards that support 4 or more GPU that can support low cost CPU are gone. The 4 GPU motherboard would cost more than $250, then plus CPU $100, case $50, which would easily existing $400.

I just build a pcpartspicker list that you might want to check it out which could be around $350.

Someone also wrote an article with budget of $500 for AI barebone (not including GPU) in 2019/2020, but for mining, you might not need super CPU or a lot of memory, so the budget could be much less.
